[Help Needed] Placing of retargeting pixel

Does anyone have any idea how to place a retargeting pixel on a landing page so that the sequence is as below?

Traffic arrives -> Landing page 1 - > User clicks some buttons and second set of questions load up - > Retargeting pixel gets loaded with this second set of questions

In general, I am trying to filter out the visitors on the landing page 1 so that I only show retargeting pixels to people who are really interested in my product. But I do not want a second page to load as that will disrupt my tracker link since it is cookie dependent. So the retargeting pixel should only appear along with the second set of questions.
