Help Needed from Instagram ADS expert

Hello. I need help from Instagram ADS experts, I have some questions.

1. If I want to run an Instagram ADS campgain, can I run it without a facebook? I saw that option , but im wondering whats the difference if i run through facebook meta instead of doing this through Instagram by boosting my post.

2. If I want to target very specific audience, let's say business owners from the United States or even narrow it down, let's say : Business owners from the New York, someone who is selling or promoting some kind of service through Instagram, is it possible to target them?

I attached a screenshot. I chosen New York and also chosen Product(business), does it mean this add will target 100% only local business owners in NYC? Or it can also target let's say indians who post in NYC location or not necessarily business owners?

My ultimate goal is to target business owners from the United States. The ideal choice would be a company based in US who is selling some kind of product or service.

3. My ultimate goal is to resell SMM services through FB ads: Instagram followers, likes etc. I know I cannot promote it directly. Is there any way how I can upload a post where it won't flag Instagram algorithm and it will get approved? How about instead of telling "You can buy Intagram followers" I tell "Interested in 100% real and organic US follewers? DM me and I can help you to get it" . I mean the whole idea is how to promote SMM services indirectly so Instagram will approve my ad campgain and won't flag it?

4. Is AD budget only 30$? Because on default if i try to buy an Instagram AD campgain, it's written 30$. Is it possible to buy for lower amount? I want to test a lot of AD's variations, so I can see which works the best.

5. Any other tips/advises how to get the best add where i'll get the best results? Is it ok if i buy a lot of fake likes/comments on my ADS or instagram can block it? What are your suggestions?

You can run it directly on your phone from your IG account, otherwise you need to put it in BM before you can run it.

yes you can run without facebook, just that facebook gives you more targeting options which is not available on instagram

You can target business owners in New York, but Instagram's targeting options can include a broader audience. Choosing "business" might reach people who post about their businesses, but it won't guarantee that they are business owners. You can refine your audience further by using interests, behaviors, and demographics, but keep in mind that targeting can still include people who may not fit your criteria exactly.

Yes 30$ is too high when starts. You don't have to buy acc verified. I think you should find more clone Insta to test instead
