HELP Mobile Proxy IP Not Rotating Problem

Hi everyone

I’ve recently been wanting to start hosting my own mobile proxies, and when testing it out I came into a weird problem.

I’ve been using mobile proxies for a while, so I know how they work in theory. To get to the point, I can’t seem to be able to rotate my ip on demand.

Airplane mode ON/OFF doesn’t work, no matter how long I keep it on, phone reset doesn’t work, I’ve tried 2 different mobile data providers and ran into the same issue.

For context and without giving too much away, I’m from a smaller town in Slovenia so I figured that that could be potentially the problem, which then led me to go to the capital city Ljubljana and tried the same thing there, without luck.

Now I’ve got a buddy who hosts his own proxies aswell in Ljubljana, using the same phone carrier and he says it works fine for him, but not for me. Does it matter where you purchase / activate the sim? Or what could be the issue.

For more context: I tried manual rotation, iproxy aswell as localtonet. Didn’t root phones.

I also contacted localtonet support about this and this is what I got back:

“Hello,
If the ip does not change when you switch to airplane mode, the problem is caused by the operator. If you live in a small town, your ip pool may be low. You may want to consider changing the operator.”

Yes, it matters a lot where and how the SIM was activated. In many cases, the range of IPs you receive depends on the activation point and the type of plan (mobile data vs. full plan, modem usage vs. cellular, etc.). Some carriers also tie the IP to longer sessions, and in smaller regions the IP pool can be very limited — sometimes just a single IP.

Other points worth checking:

Some SIMs are configured to use NAT with a local fixed IP.

Carriers block frequent IP switching on common plans.

Rotation only works well on USB modems or devices with native support for AT commands (like AT+CFUN=1).

Using a non-rooted cell phone greatly limits network control.

If your friend is successful with the same carrier, he may be using a different device model, has a different data plan (like IoT or M2M), or activated the SIM differently.

Final tip: test with a Huawei E3372 type modem or another that supports direct commands, and see if the exchange works via AT on the terminal. This eliminates the limitations of Android and gives you much more control.
