If you are running a CLOAKED campaign, then directly having casino keywords, not only defeats the purpose of running a CLOAKED campaign, it defeats the purpose of using a cloaker, and it is also the reason for you getting "your ads aren't eligible to show for keywords that relate to restricted products or services".
I really wonder, and I am SHOCKED, that even now, there are so many people who believe that to run restricted (or even not allowed) keywords, just using a cloaker alone is enough !!!
And, as per reality, if you are directly having casino keywords in your campaign, then it is NOT a CLOAKED campaign, irrespective of the fact that you may be using a cloaker.
If you need ALL THE POSSIBLE hints, tip, suggestions and where possible a few solutions as well, you need to first prepare a few cups of strong caffeinated coffee and then just spend only 1 full day reading and effectively comprehending threads in the https://www.blackhatworld.com/forums/google-ads.83/.
