Help me with PayPal & Hostwinds

I am Buying a web hosting from hostwinds but when i pay it using PayPal it show's me this error

I have Payed namecheap with same paypal and many others . But With Hostwinds I get this error .

It's a Fake Paypal Account Created With USA VCC , VBA .
I have enough Balance
Any Suggestions

are you paying with paypal balance or with fake vcc ? check your settings.

I had a problem with hostwinds and paypal as well 3 days ago... but they fixed it within one day. You have to create an account there with the same email as your paypal has
