Help me with my new website

Hi guys .
I'm going to build a news website and I'm ready to give it all I can to make it successful .
So I need your advices about :
-how old my site should be to apply for adsense
-what is the best cms and the best templates for Seo and ctr and social media shares
-what is the hosting cost for the first year .
- should I rewrite articles from news agencies
- is it okay to make a news, viral, quizzes, facts, tech and top tens ...at the same website
 
1. At some places Adsense wants the website to be at least 6 months old. I don't know exactly where. But you can check requirements here: https://support.google.com/adsense/answer/9724?hl=en
2. There are a lot of CMS out there. I think you have not really large know how in programming? In that case just try Wordpress. I think it's one of the easiest without programming skills. And templates I dont know, there are just too many. Just take one you like. For SEO (on page) you can install the Plugin SEO Yoast and do some basic Optimizations. It will work with any template.
3. There are also too many Hostings out there to tell you the perfect one. I use hosting from my own country, so that wouldn't match for you. Check out here some of the top hostings worldwide: http://www.whtop.com/top.100-alexa-ranking

The other questions are up to you. Be aware of duplicate content, don't do that. And to make everything in one site... it can get difficult. I always say to start slowly and see how things go, and then always scale. So its up to you, but I would start slowly.
