Help Me With Bing Coupons

I bought a bing ad $100 coupon and I added check as my payments method and I got this error

So from now on we need a VCC also to use bing ad coupon successfully. Can someone recommend me a VCC provider of bing ad account
I already invested like $45 in domain,hosting and LP and now I am stuck here.

I think you need to create a USA or UK based account, using either VPN or Proxy, Good Luck!

Thanks for your reply. I have used both VPN and Proxy but still the same error. I think VCC is the only solution now.
Can anyone please recommend me any VCC provider for to verify bing ad account
