Hello,
I have a website in Romania in romanian language.
My question is, backlinks from .com in english language can help my site to rank?

Ro is better but .com is not useless. Dont go too spammy.
 
Yes, .com links will help but it's better if you get some local links also.
 
If you tend to rank your site in Romania then more links should be from Romanian sites but it should look natural so mix all
 
Yes, but I wonder do you have on your site translation option so, maybe people that can read in English too? That can help you also to build your Dwell Time(Google uses Dwell Time as a ranking signal,
In general, the better your Dwell Time, the better you’ll rank).
 
Yes it will be helpful use keywords in your language, Try to find local links also.
