Help me release my $30

Now my money is stuck with paypal US. I don't even remember why I opened an account with them back then but now I am unable to send that money anywhere as they require verification. Tell me some way I can get that money back. Please remember that the amount is $30 and I am not willing to spend much to get that money back.
I have heard of entropay, but to get money into entropay I will have to use my debit card/credit card which ofcourse is Non US.Will that act as an hindrance when I use that entropay card to verify paypal?

you can use a non-US card with entropay.

And paypal won't notice a thing? The problem is while verifying they also ask for an exact matching mailing address as the credit card. So what address do I have to put in, the one which I used to register on entropay? If that's the case then I am back to square one, as I will have to give a real address to entropay,right?
