Sto cercando di avviare una società di proxy, attualmente sto cercando alcuni buoni fornitori e un fornitore privato, tuttavia, poiché questa sarebbe una start-up, sto cercando un fornitore che paga a consumo o fattura mensilmente per l'effettivo utilizzo invece di un prezzo mensile fisso.

I can't help you as I only deal with fixed rate servers and Internet services. A google search should provide you with plenty of options if you're wanting to resell proxies that have pay as you go bandwidth.
