HELP ME!! Person who is from VIRGINIA

I'm looking for someone who lives in the state of VIRGINIA of the United States.
What happens is that I have a PayPal, and I ask for a REAL IP of this state.
The idea is to make a remote access and I open the account and try to retrieve it.

I know you can't reply to this, but I want to make sure I'm reading this correctly:

1) You created a US PayPal without being in the US.
2) You want to remote into someone's computer to access your PayPal because they caught you.
3) You want to do this for free, but can donate $5 if you absolutely have to.
4) You joined the forum two weeks ago, and expect a member from Virginia to actually help you with this.
