Help me monetize low quality traffic

I getting low quality traffic from facebook. 99% of them won't come back so i need monetize it by the maximum way. Tried popups, but most of them close website in like 15-20 seconds and not even click anything... If think best way just hide the content with big popping out advertisement with possibility to turn it off + pop up (most of them will make click by turning it off, then pop up pops out). Please suggest me good advertising network or give me advice how to monetize it.
