Hello I've decided to make a personal blog, i am not planning to monetize it. Maybe adsense, just maybe. There will be videos from youtube that i will record so i guess adsense could fit but that's maybe. The real dilemma is am i going to make it in English or my native language Serbian? I bought .com domain. Could you guys help me out?

Target audience is definitely important. It sounds like you're doing this for enjoyment though. If that's the case, do whatever you prefer. If you're trying to make money, use English. There is a lot more money to be made with English natives as well as there is more traffic.

English is better, else you can also consider bilingual option

That means i write everything twice... I don't want that, thou it would be a good thing but oh well...

If it's a personal blog, then write it in the language that you are comfortable writing in.
