My 1.5 cents: I agree with the others on here, freelancing is probably the best way to go at first. It will give you a feel for what people are really looking for, and then you can build a business with other freelancers doing the work for you after a certain amount of time, using your existing customer base. Start with something scalable, do the work, and then...scale it.

Do freelancing, get some reviews and then start your own website offering your services and promote it in many ways (ppc advertising, posting in niche related sites/forums/groups, etc.)
