I believe people just want to know what country you are from. Since you did not explain what 15 $ currency you have is for. Hard to know how to recommend what to do with it if we do not know the value.

You could get a domain for 9$ and a hosting for as cheap as 5$/month, but if you go that way, you would need to make the cost of the hosting for the next month, which can be tricky considering how slow sites usually rank, but is doable with social media traffic. Just pick a niche that you think is marketable, do some keyword research around it, buy a domain and hosting, build up your site and use social media sites to get a fanbase (FB, Twitter, Pinterest, YouTube). Once you got that, head over to Amazon or ClickBank and pick a product relevant to your niche. Market that product on your site and get some bucks. Put the income into your site's development and get bigger each month. You can apply to this to CPA, PPD and if your morals allow it, even PPI. The latter can get you some fast bucks, but it's not something stable. Whatever you choose, take action and be persistent!

I'm android developer , but i can't get my place in freelance websites,so i developed my own application and published it into play store (made about 900 euro with ad mob ) but payments was proceed by Western Union only -> returning to the main problem (Local currency) + console account was terminated after less than one month (due to copyrighted material [payed tv stream])
any suggestions?
But ,this is very risky and not guarantied .
I mean i have a 15$ in a debit card with USD

You can setup an offshore company with offshore bank account in a tax heaven and can continue your business..

I'm from Tunisia and i have a payoneer account but the problem which i have i can't convert our local currency TND to $ to load it into my account due to the restriction of our country.
making an offshore company need a severe conditions in our prison (Tunisia) as i need a local bank account with (200,000 TND) as minimum (one of conditions) but i"m currently a high school student.
