Help me find that url shortener

Last week I've register to a great url shortener but I forgot its name. I think it have a "smart" in the domain name but really not sure.

Here are some features of that site:
  • Can specify the extension name like htto://thatwebsite.com/mykeyword
  • You can direct the person to an specific link if the person is from the country you specified.
  • You can track the clicks from your url

Im frustrated right now since I cant find it anywhere.

Please advice.

I have been using the sites like tinyurl, tinypic...they work great!!
 
I built one that lets you use your own domain name and gives you the control panel with tracking and all of that good stuff. Runs like a site and just needs an available db. Best one I have seen by far.
Works with sites that block shorteners like reddit too.

that redirects on basis of visitors location and got rotation as well.
 
I am using CPA clicks and it works awesome. So far I got no problems but I will give it a try too.
