I am running a streaming site but do not host any content. I have used only embed codes. Peoples filed dmca I did a counter notice but in reply google said:

At this time, Google has decided not to take action based on our policies concerning content removal and reinstatement in regard to the URLs below:)

I have seen many sites which have copied content but running smoothly as because they do not host any files themselves. Could you help me to fight this. I will pay for that. But What I want is run my site without getting removed from google.
 
You can't do anything with that one. I am serious, Google is not going to reindex your links at any cost unless you are the copyright holder.
 
Embedding non-licensed content is distributing non-licensed content. It doesn't matter at all if you are hosting the content or not.

You've seen sites that are doing it but they are also removed. They use different types of internal structure and redirects to keep some pages in the index. You cannot escape DMCA complaints while operating a streaming site. It's impossible. Don't submit any counter-notifications as you might end up in bigger trouble.
