This is a difficult question to answer because there are several great services there.
Look for reviews, reputation, service age, etc....
Also since your website is brand new, you may want to promote other tiers around it first. Just my 2 cents.

well, i think you should look at the type of links they are providing as well as platforms, you just can't tell if they are safe or not, because this type of thread will end up being a promo thread. so yea, read reviews, try some small packs yourself i think it will be fine.

which service you think is best for YOUR site at any given point in time.
test, test and test again, then when you have a winner, simply scale that up by becoming
a repeat buyer of the service that you feel is right to increase your monetisation.
Keep in mind at all times that things chance in SEO land,
constantly in a state of flux, just be sure remain flexible enough to adapt accordingly.
