There's no commercial app out there that builds them as far as I know, but they're easy enough to replicate yourself, just by copying the link and changing the values in the query string to your chosen message. The problem then is how to index the urls.

Well, going from the examples in the screenshot you posted, lets look at the one on onelook.com. The url given is
All you do is change the w parameter in the url to whatever message you want. Eg

You just need to replace target keyword in the URL to recreate them. They are good for nothing unless you add them to some other money keyword. If people check for money keyword, they find these titles with domain in SERPs. Otherwise, they are like brand mentions in spam URLs.

you can probably use Scrapebox for this, SB is the daddy of all SEO tools when it comes to scraping (URLs, keywords, etc), cleaning, sorting, trimming, swapping, organizing, etc. all sorts of lists of URLs, keywords, numbers, emails, etc..
Or, you can do it with an excel / notepad too if you have the list of URLs, it's just a matter of replacing a certain string of characters with your own...
