Help! I've been scammed...

Hi, I'm new here...
Some months ago (2020/05/04) I've payed a social-management service via Paypal to a seller that I've found here in blackhatworld. I did not receive any service yet: I didn't even seen any proof or evidence that the work was going on. I asked for a refund and still I did not recive my money back. How can I open a report? I really didn't know how to move...what should I do now?

Hope you guys can help me!!

Was that from regular member or Jr VIP?

Create Shit List with proof, pictures, convo etc and go from there
 
If you've paid using "Goods and Services", there's a good chance you will get your money back. Also consider opening a "Shit List" thread. Don't forget to elaborate a proper documentation of the case
 
Before you open a shitlist. Have you seen the TAT? Also, have you messaged the seller and didn't respond? Also is the member a JR VIP or a Regular Member? and why you waited 1 month and till today you complain..

Why asking here before making a refund request from paypal! that should be the first move! unless of course you were duped into paying 'friends and family' but you didn't make that clear in your OP
 
I guess you should open a shitlist and also you should open a PayPal dispute.
 
You can open a shitlist if you can prove that you found him on BHW.

A convo between you and him here should work.
 
The people telling you to open a PayPal dispute are wrong. You will get no help at a shitlist if you open up a dispute. BHW advice is open a shitlist first, let the admins handle it and if that doesn't work chargeback.
 
Keep in mind that a SL cannot be opened for business conducted off the forum.
 
Complain to the BHW executives. Tell the event in detail, they will guide you with their experiences ...
