HELP! Is this website blacklisted by Google?

I have a website that I am working on. The country we are targeting is Singapore.
We have been working on the SEO for a couple of months now. Building proper backlinks on the website.

However, they actually had someone else do their SEO and it was really bad.
majority of the backlinks built by the previous entity were blog comments.

The funny thing is this. The website's domain name was only purchased in late 2020. However, many of the blog comments backlinks were built back in 2018, 2019. I used Ahrefs to take a look at the backlinks. Anyone has any idea how this was done? I have since used the Google search console to disavow over 2000 links. These links are also No follow links.

The thing is now even with substantial amount of work done on the site by me, there is no improving to the ranking whatsoever on Google search engine. I only see improvements on other search engines such as Bing and Yahoo.
I also checked on Google Search console and confirmed that there are no manual actions taken on the website.

hoping someone can help me take a look and advise how to proceed. Also to let me know if the website has been sandboxed by google or something.

so the domain was registered in 2020, it has backlinks from 2018 and u can't figure out why is that the case, I can only imagine the HQ SEO which you have done

The domain probably had a previous owner, it was expired and you happened to bought it?

not really that i bought it. I'm helping a friend out. But whatever i do doesn't seem to be able to get the website on the SERPs for the keywords we are looking for.
but I did check out the WHOIS based on what you said and yes. Realised there was a previous owner.

just disavoing the links won't make you rank,
you should check the top-ranking competitors on-page and links & build something that would be able to outrank them,
just forget about these 2k links and move on, simply make sure you have the right content and start building some decent links to the website
