@Pterozaur Didn't you ask him to provide the detailed report of the places where he submitted your site for links? Ideally you should have asked. The seller needs to be transparent enough to provide the details.
You wanted to increase the DA/ PA but practically that has no direct impact on the rankings of your site in Google SERPs. These numbers are just 'indicative' of the value / authority of the website, not more than that.
Anyways, it looks like the seller has applied the shoddy redirects to your site.
Did your DA increase after that?
All you can do now is to get in touch with him and ask him or pay him to get those worst links removed.
As other members in this thread has commented that the drop in your ranking could be the reason of the recent Google update, so I think you should not panic. Just have patience, ask the seller to roll back, keep producing good quality content and fresh backlinks and check after a month of so.
