Kindly search for "onesignal push notification" from WordPress which works perfectly and it's absolutely free.

Plugin called Subscribers. It's the best from what I've seen.

Desktop yes, mobile no. The free version is primarily Google Chrome but the paid account lets you get Safari and other. I found it easier to set up than OneSignal.

OneSIgnal might be better.
