Help!how to use webs. com to build a web I want/

Did anyone here use the webs.com to build web?
How can I build a site like the following one through it? freewebs.com /raybanoutlet4u/ .(I am not allowed to post a link, so i typed some blanks in the address, delete the blank when you check the web)
It is a web I find on the internet and it's domain name is just like a category....I want to make a site with the similar domain name. The web foot writes that Build a free website at Webs.com... So it must be built through Webs.com,but how? I seek through the web and can't find anyway to own a domain like that.
Is there anyone can tell me how to do it?

Yeah, I thinks it's old site, see the google index and alexa rank, it's awesome though

maybe the old webs use such domain format
