I am not from US, and i would like to login/use stealth PayPal regularly.
What is best way to login without getting caught by PayPal ?
Should I use any VPN or Proxy ? Please suggest me.

Private proxy. Residential private proxy would be the best but not needed.

vpn will work but you never know you could get caught!
if you need to logging regularly its better if you can buy a private proxy.

Buy a USA VPS same location as your PayPal. And you can use the VPS for your others work. use always the same browser and never delete cookies cache etc.
