For google search console, unfortunately, you can only claim and verify the domain under your control, and you can only crawl url that are in a domain under your control.
Google has a new rule that limits how many crawling you can request per day, I think around 10 to 15 or so roughly.
When you go claim the domain, it will ask you to put a google tag on your site. You have two choices, 1) add the html tag to the header of your homepage, or 2) link the google search console with google analytics. You will see it, google will walk you through it.
Do note that if the pdf is NOT in your domain, you can't crawl it directly, then you have to use the buffer.
e.g. You create a blogspot account, and post the links on a page, then you submit the sitemap on the blogspot, etc... Google will crawl all sitemap, then that page containing the pdf will get indexed, and the content within that one be crawled. It will be slower than direct google url inspection, but if you have no control of the domain where the pdf is on, that's the only way.
