hey guys I am new here so please dont hate. I wanted to try something new so I want to look into selling domain names, can anyone point me in the right direction?

1. would I have to actually build the website or could I just register a name and sell that?
2. how dose one go about registering a domain name (free or cheapest way if possible)
3. after registering a name are there any fees for keeping the name up until you sell it?
