Help growing instagram

I have been trying to grow my instagram for years and just do not understand or graspe the concepts. Ive decided to try and hire someone to grow it for me... Is that a good move? And where can I hire someone from who is reputable? I want to try and get at least 100k followers.

Look for their IG profiles how many followers , following they are having . How much engagement they are getting on each post , whether he is using #tags , what sort of Images / content he/she is posting , how many updates on daily basis etc this will help you in deciding whom you have to select for the task.
