I Opened New Google Play Publisher account In New Pc ,New Intrent,I compile App in New PC ,New Code Sours But I get been Again !!

It is problem, big problem.
It's allowed only for Indians because their banks are not working with Google Play. So it's tolerated. Any other country is red flag.

Try to use bitcoin cards, some were working, I don't remember what exactly
 
come to turkey open a bank account , they allow you to creat vitrual master card , it works great,

actually the problem is more than just getting a vissa or master card , its all about the computer and the internet protocol ,
