Help ! - google keep rejecting my new accounts

Hello,

I've tried to open adwords account from new computers from different IP's
I use completely different billing info details each time.

Google always put my account to be under review and after few days it banned the account - usually 1-2 days after I send them an email asking them when my ads will be working.

I think I don't pass the billing information verification test.

I wonder if you have tips how to pass it?

get a US address. Get a virtual office should fix your issues. Another reason could be your ads go againts T&C

My ads are very simple - no chance it goes again the TOS

I just wonder about those virtual offices - because many people has those offices, and I bet many adwords owners that has almost the same address with only 1 digit different.

Isn't it a problem?
