[Help]GA4 target group to import Adwords problem?

Hello we have the following problem.
In GA4 we have created our target audience and already collected over 50,000 users, then a few days ago we linked our ga4 with our google adwords account.
the target groups are displayed in the Adwordsaccount, also new users are added to the list however the list started at 0 and the previous 50,000 users are not displayed although they are displayed normally in GA4?

Does anyone have an idea what could be the reason that the old users are not imported?
