My cousin had this same issue. Honestly, he was making $200K a year before ebay pulled the plug on him because they linked him to his girlfriend's account who didn't pay a fat sum of cash. He went from living the high life to broke-ass-broke before he finally figured out how they were tracking him.
Either pay the old account or:
1.Buy a new ebay account - find here on BHW
2.Get a new bank account - even a friend's will work fine
3.Virtual Credit Card - find here on BHW
4.New IP Address - if you have DSL it may be as simple as resetting your modem - more tips here on BHW
5.Clean all the cookies off your computer w/ CCleaner making sure to select in your Media Settings - Adobe Flash to remove the super cookies as well. Or don't clean your cookies and create a new user on your computer to access your new ebay account.
All of these things you can search for in this forum.
And never sign into those other suspended accounts again unless you change your IP address and clear all your cookies. That's how ebay tracks your butt.
If on the rare occasion they still place that brand new account on hold, email them and ask them why, from a new email address. Sometimes they will request to have you scan and email them your ID and a utility bill. If this happens, all you need to do is Photoshop that stuff or find someone to Photoshop the info they are requesting.
It will take some time, but that is the best alternative to paying them cash you might not have right now. Of course, be a good citizen and pay the bill when you do have the money. ;-)
