no i want advertise website and get customers,
i want real persons who really want this service ,
i advertise in popcash or facebook , people visit website but don't take action

You can advertise here. Its not cpa, but i think you should get some decent clients.

Pop traffic is one of the worst ways to get sales (if any). I would stop wasting money on popcash immediately. You need a solid targeting strategy, and focus on users in the buying phase.
