[Help] Best way to build backlinks for local keyword

i.e. keyword like 'keyword city'

They obviously will have very low competition, and if you use google keyword tool they have no monthly searches or anything.

I just need to rank these #1 because I made a website for work and now my boss gave me a list of keywords that he wants to be #1.


So what's the best way to rank these keywords, of course I can't afford to use a product with some huge monthly fee or anything.

Also, this isn't a blog type site, so all the keywords basically need to be pointed to the home page if you know what I mean. But I can add articles if I have to. Still this is about backlinks primarily.
