[Help] Articles and Keyword question.

Hello everyone!

I am making 10 web 2.0 with 1 articles each (buffer sites).

My question is that:
1. Can I use those 10 articles for same targeted keyword? My niche is so narrow, were only 1 keyword of it got only 9k plus search a month according to google keyword planner.. The other got very very low searches.
2. I am planning to buy some high PR manual blog commenting service. I found 3 in the marketplace with good reviews.
I want to use it in my 10 articles. 4 links(articles) for 1 seller while the other 2 sellers will have 3 links(articles), 3 same keywords for the 3 sellers.Is it ok? if not any advice?
3. Lastly, can I put an anchor link in the semi title of the article? i.e How do get a free microsoft points(this one) 2014?
Not the title I mean, the start of the article like some introduction title before a paragraph where I mark it as (H2 Heading 2).
and also 1 other keyword for diversity and 1 words like click here to visit the website.
Is it ok?

Perhaps you could ask the 3 marketplace sellers who you have an interest in.

I'm sure they will give their expert advice to a potential customer.

Give your web2.0s different titles, using your main keyword in them. You can then build links to them at a steady pace to see how things work for you.
