It all depends on the quality of accounts. Verified, aged accounts with followers and normal tweets could send hundreds if not thousands of replies, whereas new accounts with no followers may only be able to send a couple.
If you are having trouble with account bans then make sure you are using spun tweets, random (long) timings between tweets, unique URLs (mass bit.ly) and try to use normal tweets without links between each mention.
