This seems shockingly low. When I did youtube $1/1000 views was about the lowest i got paid.

You also have to factor in niches, insurance adverts pay much more for example, CPM can also hit $150/1000 views in key times at christmas. I saw this in the video game niche...

You need the right kind of video, right kind of audience and you will see good money come from it.

If its just a video of a kitten being sick on someone for example, theres no audience for that in terms of advertising.
