Have they sent you an email saying they are reviewing your account and that it is limited for now?
Because I got the exact same email and I didn't submit any information and I got my account fully restored after waiting 2 days.

Yep I got the same email. After someone made a dispute against me. I didn't send them anything back, I abused them through emails. They then sent me an email back saying they are parting ways with me as I am a danger to their online community. Then my account was permanently limited. Then after 2 days of that email they fully restored me. So I think you should just wait for them to review you.
If you photoshop documents like someone suggested, then you could end up doing time inside as frauding government documents is illegal in UK.
I photo-shopped my own phone bill from T-Mobile and then printed modified bill and then took a picture of it using my iphone so it looks legit and then uploaded it to Paypal.
Photo ID's are more difficult to copy but do-able if your really good with Photoshop.

Well i really can't take the risk of a criminal record, have paypal ever taken action for fraud, as far as i am aware they wouldn't in a case like this

well i got the photoshoped doc on my desktop and deciding whether to print or not now, a criminal record would ruin my life
You'd be surprised how many people photoshop documents these days and its all because of paypal, my account got permanently without any reason at all and what makes matters worse is that they suspended and limited all accounts living in the same household without explanation. It's a big joke to be honest no wonder people photo-shop documents, it's the only way to start fresh again.

And you'd be surpirsed by how many people take illegal drugs these days, just because other people do something illegal and get away with it, doesn't mean everyone will.
I am not saying that he will definitely get caught, I am making him aware of the risks. So that he can make a clear decision.

I think i'm steering towards trying to get a legitimate document, i think my phone bill may be in my name so i will have a little peek when it arrives

The best way is always the straight line - but hey this is 2013 and you have to bend some things into shape these days to fit...

Try finding a bank statement or something that has your address on it, then blur out the names and other details (they'll assume its important detail).

Allot of responses to the OP I find unreasonable. I applaud you working for a buck at 14 years old and wish you success.
Self accountability is whats lacking from society. Do not let PayPal get the best of you. Plenty of services around here offering fake
documents. But let's be clear next time you need to go fully stealth until your old enough.

Thanks mike, once this account is unlimited i will invest it all somewhere and go stealth on a new vps, what documents will i need to prepare for in any event that could occur during using a stealth account?
