If the account does not spend. There are 2 main issues:
1 is your camp that is still being hidden by the FB (if this is the case, you must wait, usually the floor is 1 day)
2 is your payment method.
Before the money, add CVV to ACC (if it is postpaid card) and wait an additional 30 minutes to 1 hour to spend. If the account still does not spend, then add 1 new payment method.
Finally, the account still does not spend I think you should replace the new account.
