It's based on the history of Province of Quebec, because it was a French colony and eventually the British took the territory and French language was forbidden.
But the original people kept the culture and the French language for generations, and finally after many many years they could express themselves in French, and these days there are lot of people who only speak French, others only English and a lot them are bilingual too. It's not difficult to find two guys speaking to each other, one in English and the other one in French, and they understand each other.
