To create an agency account on Facebook, go to Meta Business Manager and create an account. Add your pages, ad accounts, and team members, then request access to clients’ assets using their Business Manager ID. If needed, verify your business for higher spending limits. Set up payment methods, and you’re good to go.

For a new agency, this is very difficult. You can try creating an advertising campaign about your agency and then target potential customers by creating a campaign target.

First you have to become meta business partner and then apply. I did try to create an account last year but i couldnt make it work.
