Hello from Turkey

Hello, Firstly I am sorry for my english bad. I am studying prep class this year. Normally I'm studying computer engineering. I follow bhw long time but I opened the subject for the first time for my english bad.

I know Html, Css, Php and little Javascript. I usually creative Turkish website. But Turkish Lira is worthless so I need to creative English website.
(1$= 6.5 Turkish Lira) Also I dont have a computer. I need to buy computer.



I don't know the rules of BHW. Where should I look for the rules?
As you see my english is bad so how can I improve my English ?
