the key to making a search engine, which is what I believe you meant, is to develop a new type of crawler.
At this point, your crawler would basically have to invade every possible device, wirelessly or not, the same fashion, whether or not there is permission on that device to be scanned.
Then sell your crawler technology to the US gov, because all other govs are gross and ugly.
