So i have to wait 60 days before Marketplace , Am i allowed to comment or Post my service on hire freelancer tab , like if someone have posted for a skill i have , can i comment there for services?

You can always by the Marketplace upgrade if you want it now. But yes, 60 days and 100 quality posts.
Yes if you buy the "Premium Membership $97.00 per year" now (no wait time), but you can not post your own Marketplace thread with Premium.
