I'll tell you another thing that is obvious. There are many people like me who used to come in here 6-10 years ago for CPAlead techniques, PTC bots ,etc etc. I personally had the 'virus' but wasn't that eager to make money since I was really young.I would automate some blogspots/tumblrs with RSS feeds and adfly them or content lock them and would just let them farm for me until eventually they got disabled. I just didn't care.
It is 2019 now, IM has exploded the past few years and 'we' are coming back in the game,maybe as a side hustle,or as a main job.
So,that said, I believe it is pretty normal for old accounts to get ressurected since date of creation matters in trustworthiness.
I,for one,have already contacted support to recover my previous account.
