headless youtube explainer videos - how to create?

As cheap and automated as possible - not looking to rank or get views. They will be explainer videos that an employer can use for staff.

Looking for a tool and/or work flow to make simple headless videos - cartoon or other styles acceptable.

Use simple flow script voice slides not full ai video. Make script then tts then add stock clips or basic animations. Tools like capcut or canva are enough for this.
