Header bidding for brand new domains

My question might be silly, but I'm not that savvy when it comes to programmatic. Is there any good DSPs that have good CPM's that accept new websites with little to no traffic? We will be sending a shitload of traffic to those sites after being accepted but they don't know that.

Any suggestions?
