Having trouble creating a Gmail account with a virtual number - Need help

I am trying to create a Gmail account using a virtual number, but Google’s new verification system isn’t allowing me to create the account directly. When I use a VPN to create new IDs, the two-step verification gets activated automatically.

I used a virtual number, but I’m not sure how to complete the Gmail account setup with it. Has anyone faced this issue or knows how to fix it? Any help would be appreciated!
