change your payment card, maybe need to switch to a payment card by another bank. or simply find an agent, they will have enough resources for you to use, negotiate the fee with them yourself.

check if your card is an international payment card or just a domestic payment card. If so, check your account balance. or maybe you are using one payment card for multiple accounts at the same time. Fb will report a payment error if you use it like that.

Try switching to a new account and adding the card again. If it's still disabled, hire an advertiser or buy pre-warmed accounts from reputable agencies
