I think you misunderstand the usage of the pixel.
You can only use one of the standard events like purchase, when set it up with the pixel.
You need to install the pixel first on your website... search for it on the help-center
So you can only use this purchase event for retargeting people who have bought something on your website

You have a problem then. You must add it somewhere to tell Facebook that the user purchased. And sadly you cannot fire it yourself. You can do offline conversions but it wont optimize for it.

Most likely problems with your account, you can try to write to technical support, they will definitely give you an answer, personally I always did
